MINUTES OF 2025 ANNUAL MEETING

The 2025 annual meeting of the MLOA was held on 12 October 2025 at the 4281 Lakeview Drive home of Russ and April Griffin. The meeting was called to order at 3:08 p.m. with prayer and a welcome by Russ Griffin.

A quorum was present in 15 members as counted by show of hands and two written proxies: Fred Wolick (owner) proxy to Dale Bradley, and Patricia White (owner) via daughter Janet Almutaire proxy to Jim Clark. There were 50 owners as of 1 Oct 2025. With 1/3 required for a quorum, 17 owners are required for a quorum.

The minutes of the 2024 MLOA Annual Meeting were reviewed and unanimously accepted as presented, after motion and second. Minutes of the 2025 Annual Meeting will be emailed to members shortly after the meeting and posted on the MLOA website.

Treasurer Report
The MLOA Treasurer presented a Finance Report for the 2024-2025 period ending 10 October 2025. The MLOA bank balance as of 10/12/25 is $19,917.88. Expenses for the 2024-2025 Finance Report period were $9,322.07. Dues income was $6,835.00. Dues will remain at $100 per lot, per year. After motion and second, the Finance Report was unanimously approved and accepted. See New Business for 2024-2025 financial audit information.

Other Board Reports

Secretary Jim Clark talked about dealing with Okaloosa County on the Lakeview Drive repair near Turley Lane. The important thing learned was that the County will not do any erosion repairs to the small dams if a dam erosion problem affects the roadway. By the County’s own description, someone other than the County should have repaired the Turley erosion, bringing it up to 18 inches below grade; the County takes care of that final 18 inches. We do not know why, in this case, the County did some minor erosion repair on the small dam while fixing the Lakeview Drive erosion.

Old Business

A permanent contractor has been found for mowing the dam.

Erosion repairs from hogs rooting on the NE side of the main dam have been completed. It is expected that some additional erosion control work will be needed in future but the situation at present is stable.

New Business
The election of MLOA corporate officers for the 2025-2026 term was held. Nominations were opened with a call for any currently serving officers willing to serve another term. The currently serving Directors not in attendance were placed in nomination as a lesson in the importance of attending the meetings. Treasurer Griffin and Secretary Clark were willing to be reelected for 2025-2026 term. Also placed in nomination: Russ Griffin, President; Bobby Kennedy Vice President; Brandy Granger Director; Jaclyn Hoskins Director; and Deborah Dodge Director.
After motion and second, the nominations were closed. The persons listed below were elected unanimously after motion and second:

A call for volunteers to assist in the 2024-2025 financial audit was made with owners Jaclyn Hoskins, John Graber, and Brandy Granger agreeing to assist the audit. The audit was completed, with no discrepancies found, following the close of the Annual Meeting. A written report of the audit results was produced by the Treasurer and is included with these minutes as Attachment 1.

After motion and second, it was unanimously approved for the MLOA to provide up to $500 for 2026 4th of July fireworks. A Fireworks Committee will be organized to coordinate volunteers and put on the show.

There will be a 2025 Christmas Dock Decorating Contest, more details to follow.

After motion and second, it was unanimously approved to purchase approximately 500 stock catfish for release into Mirror Lake. An equal number of stock bass will also be purchased and released into the lake. Comments were received that some owners are seeing far fewer bass around their docks this year while others are seeing a normal amount.

Depending on the weather forecast for a freeze, the lake is scheduled for the normal annual drawn down in early 2026 to support weed control and dock maintenance activities.

 

After motion and second, it was unanimously approved to purchase two more trail cameras. One new camera will monitor the area at Oak Lane and the second will monitor Lakeview Drive at the Yaupon Lane junction (camera will be on Marvon Newby property).

Marvon Newby gave an update on the fire that destroyed the Newby house and their move to an apartment. That led to discussion about the lack of fire hydrants along Lakeview Drive. It was noted that what looks like a hydrant near the Tartarilla’s is a flush valve and is not a hydrant for firefighting.

Three door prizes consisting of $25 gift cards were given out by a ticket drawing. A fourth “grand” door prize was a one-year MLOA dues exemption for one lot ($100 value). The dues exemption door prize was won by the Newbys, which was a blessing given the loss of their home.

After motion, second, and unanimous vote to approve the meeting was adjourned with prayer at 4:05 p.m.
